In 1986, while pushing for an investigation into the death of his sister under suspiscious circumstances which he asserted were the result of actions of corrupt police officers, Charles was convicted of burglary and sentenced to seven years in state prison. He has always asserted that the conviction was the result of a conspiracy by Portland Police to discredit him and stop his calls for an investigation into the death of his sister. His sentence was reduced on appeal in 1988. Charles has always maintained his innocence of any wrongdoing.
