T. Lee Horne III is the current Chairman of the [[Libertarian Party of Louisiana]]. He was elected chairman at the 2008 State Convention in New Orleans shortly after his run for governor. Mr. Horne gained statewide recognition from Libertarians after his three year campaign for governor which greatly helped him in his bid for chairman. During his term as chairman, the state party has continued to grow and a law that would have caused Libertarian candidates to appear as "other" on the ballot was voted down in the Louisiana Legislature.

The award is given to an individual who spreads the message of the state Libertarian party to as many voters and citizens as possible.  The award itself is a current year proof version of the American Silver Eagle which showcases the "Walking Liberty" design first used on early 20th century half-dollars.
