Different Structures over time
I've been informed that California no longer uses a numbered regional structure and has changed to directly using counties.
A plan is needed to cover both the county parties and the historical regions -- both as they existed at the end and as they existed at previous points in time.

Working draft of a template revision that assumes exactly two major discontinuities: early region numbers, late region numbers, and post-regional.

Counties that occupied a single region all by themselves under one of the numbering systems can retain the same article (for example 19 Los Angeles); others will need new new articles and the regional articles will need to be amended to point to the article or articles for the county party or parties that superseded it. Text will need to be designed for the permutations on how to explain this. Q: Does the LA LP subdivide at its own level, or have its component regional divisions superseded or completely eliminated?
