William P (Bill) McMillen is a longstanding Libertarian activist and political candidate.

McMillen joined the Libertarian Party in 1976 and was elected Chair of the Libertarian Party of New York from 1985 to 1989. He ran for US Senate in 1988 and 1998. McMillen served as Treasurer of the LPNY from 2002 to 2003.

He was State Coordinator for the Ron Paul campaign in 1988.
