I'm having trouble parsing what you just said.  If you mean non-candidate contacts with the US Libertarian Party, we have three different levels.  First is the county chair if there is one.  In Texas, the vast majority of Texas residents have a chair in their county, unless it's Tarrant County, which elected [[NOTA]] for its chair at its recent county convention.
The state party can also be contacted, with the [[Libertarian Party of the District of Columbia|District of Colombia]] presently being the only exception that I know of.
If the constituent doesn't know of these options they can also contact the national staff of the [[Libertarian National Committee]], which can then send them information and refer them to their state party.  I do not beleive there are presently any state parties not affiliated with the National Party, but this was temporarily the case in 2000 with [[Arizona Libertarian Party|Arizona]].
