The 2003 Libertarian Party of Texas State Conference took place in the The Menger Hotel in San Antonio, Texas on June 27-28, 2003

- Gary Nolan – 2004 Libertarian Presidential candidate
- Rachel Mills – creator of the *politically* provocative Ladies of Liberty calendar, Libertarian candidate for North Carolina state representative and activist
- Ann Del Llano – Drug Policy Forum
- Gary Johnson – former governor of New Mexico, speaking for Americans Against the War on Drugs.
- Michael Badnarik – 2004 Libertarian Presidential candidate
- Don Zimmerman – Director of the Republican Libertarian Caucus of Texas
- Suzanne Wills – ACLU
- Meg Guerra – political activist in Laredo who also runs a monthly newspaper
- Sharon Boyd – ran for the Dallas City Council this year
