The 10th Amendment to the US Constitution is the one that indicates that powers not delegated to the US government by it are retained not by the US Governrment, but by the states and/or the people.

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
