In discussions it was found that there was some public confusion as to whether or not the Accord meant that no members could even bring up the issues until only the minimal state existed. Since the original participants before and after always continued their personal debates and the statements were construed as the Platform planks (no Bylaws change was made to be binding on members), it is apparent that such was not the intent, nor is it at all plausible the the *Libertarian Party* would put a gag order on members.  So that statement was clarified.
