M Carling is an American professor, parliamentarian, and Libertarian Party activist. He has served on the Libertarian National Committee and the Libertarian Party of New York. Carling taught law at the University of Latvia and the National Law School of India and provided training for the American Institute of Parliamentarians and the National Association of Parliamentarians. He is a member of the American Institute of Parliamentarians and the American College of Parliamentary Lawyers. Presently, he is Chair of the International Committee of the National Association of Parliamentarians.
